The Financial Industry Regulatory Authority Inc. has barred former broker Stephen J. Woods from the securities industry for failing to take part in a hearing looking into his alleged misconduct. Mr. Woods was terminated by PHX Financial in January. In July 2009, Mr. Woods consented to a Finra finding that he had settled a customer complaint without notifying his firm, violating Finra rules. At that time, he was suspended for 10 business days in all capacities and fined $5,000.
